Oracle Cloud Infrastructure (OCI) was the biggest surprise in my 2023 comparison test. It was a pleasant surprise, not only does Oracle offer by far the most generous free tier (credits for the A1 type ARM VM credits equivalent to sustained 4x vCPU, 24GB RAM, 200GB disk for free, forever), their paid ARM instances were the best value across all providers - especially for on-demand.
